Comment: This is typical Anti-Sai Fluff. This article has absolutely nothing to do with Sathya Sai Baba. This article contains links to 3 Indian news articles about Manu Sharma (son of the Congress party leader and minister in Haryana state, Vinod Sharma) who publicly shot and killed a well known model in New Delhi named Jessica Lal. The judge acquitted all nine defendants, citing insufficient evidence. Needless to say, this caused a huge uproar.
This article is basically trying to make the case that India is "legally corrupt" and that is why Sathya Sai Baba could never be fairly prosecuted there. Putting aside the fact that not even one alleged victim has even tried to file a court case against Sathya Sai Baba first-hand, Anti-Sai Activists repeatedly flip-flop on their views about India's judicial system.
For example (relating to Swami Premananda or Chandraswami), Robert Priddy said, "Supposed 'religious figures' get convicted and imprisoned in Indian courts for sex offences and murder. Their devotees, however, invariably insist that their gurus could not possibly be guilty and the trials must have been unfair, fixed, or due to political repression and so on. Unfair High Court convictions probably do occur, but hardly in more than a few instances" (Reference). In this instance, Priddy argues for the integrity and fairness of India's judicial system. However, when it comes to Sathya Sai Baba, Priddy (and other Anti-Sai Activists) argue the exact opposite, whining about India's judicial system being "legally corrupt" and saying they could never have justice because the trials would be unfair, fixed or manipulated due to political repression, etc.! This type of duplicitous behavior is common among Anti-Sai Activists. Their views are wholly inconsistent and their positions continually change to accommodate whatever whim suits them in any given moment. This leaves Anti-Sai Activists looking very silly and confused.

Comment: This is the not the first time that it has been argued that since there is violence and injustice in India and Andhra Pradesh that Sathya Sai Baba is not a "Purna Avatar". Dennish Hanisch blamed Sathya Sai Baba for every single act of injustice, rape, torture and murder, as well as all natural disasters, famines and calamities (no kidding). In this article, Serguei Badaev essentially does the same, but cited examples in India and Andhra Pradesh to make his case that Sathya Sai Baba is not a "Purna Avatar" because there is still injustice there.
Religious texts have always shown great violence and injustice in association with God. The Ramayana, Bhagavad Gita, Old and New Testaments all talk of great violence, suffering and injustice in association with God and Avatars. Although all these injustices and disasters have haunted humanity since recorded history, the issues of suffering and violence have been the most difficult questions posed to religion. Put aside the issue that Sathya Sai Baba is God and one poignant fact remains: All the injustice, suffering and violence that ex-devotees attribute to Sathya Sai Baba, are shifted back to the "real" God (whomever one believes that is). The view I accept, which is generally well accepted by Atheists, Agnostics and many Theists, is that suffering, injustices and calamities are entirely due to either nature or man. Of course, this is exactly what Sathya Sai Baba teaches, except with a spiritual slant.
If Serguei Badaev had a choice of living in India 90 years ago or today, which would he choose? It is undeniable that the India of today is far better off than the India of 90 years ago. Is this the result of Sathya Sai Baba influence? Since Serguei blames Sathya Sai Baba for every injustice in India, one would think he would attribute India's successes and progress to Sathya Sai Baba as well. Unfortunately, Serguei's arguments are a one way road that exclusively travel down a path of negativity, using highly selective criticism. Bring up the positive aspects about India or Andhra Pradesh and Serguei becomes mute. Apparently, everything negative is Sathya Sai Baba's fault and everything positive is not. A no win situation (which is probably why Serguei Badaev resorted to this type of spurious argument, i.e., it fosters and feeds his negative agenda against Sathya Sai Baba).
