Information About The Vitala Chakra
In our perception, everything possesses a yin yang of opposites (i.e., Light & Dark, South Pole & North Pole, Spiritual & Material, Superior & Inferior, High & Low, Positive & Negative, Soft & Hard, Heaven & Hell, Hot & Cold, Love & Hate, Feminine & Masculine, Attractive & Repulsive, etc.). A Loka is a luminous, spiritual sphere comparable to Yang. A Tala is a shadow, material sphere comparable to Yin. A Loka and a Tala are two seamless aspects to a specific state of consciousness.
Vitala’s corresponding loka is Tapoloka.
(Theosophy Definition) Vitala: Better place, i.e., better for matter, in that its substance is more material or differentiated than atala which precedes it; the second on the descending scale of the seven talas, corresponding to taparloka. Vitala is related on earth to the state of samadhi, and in one sense also to human buddhic consciousness. No adept, save one, can be higher than this in the tala side of his consciousness and continue living on earth. All the different talas and their corresponding lokas are connected both with states of consciousness and with varieties of vehicles on which these various consciousnesses work. Every tala with its respective loka forms a bipolar sphere containing its own hosts of conscious entities imbodied in vehicles appropriate to the loka-tala or tala-loka in which they are.

Description Of Vitala In The Mahapuranam Srimad Devi Bhagavatam:
Now hear, the description of the second region Vitala. Vitala is situated below the earth. There the Bhagavan Bhava, worshipped by all the Devas, has assumed the name of Hatakes’vara and is staying there coupled with Bhavani, surrounded by His attendants specially for the increase of the creation of Brahma. The river Hataki flows there and has Her origin from the essences (Semen virile) of them both. Fire, augmented by the help of the wind, begins to drink it. When the Fire leaves that, making a Phutkara noise (i.e., blowing out air through the mouth), the gold, named Hataka, is created. This gold is very much liked by the Daityas. The Daitya women use this gold always for their ornaments.
